Current Work

SCAN

The Southwest Colorado Access Network or SCAN is a project of the Southwest Colorado Council of Governments or COG - a group comprising five counties and nine cities. The SCAN envisions building high capacity (usually fiber) broadband networks within the COG members' boundaries and then connecting the disparate communities to regional aggregation points.

Working with Mid-State Consultants, OHIvey has provided the SCAN project management, business analysis and other services.

UTOPIA

The Utah Telecommunication Open Infrastructure Agency or UTOPIA is an interlocal government agency comprising 15 Utah municipalities engaged in deploying an open access fiber to the premises network.

Before OHIvey was founded, Paul Recanzone worked with the UTOPIA project as a board member, the lead project manager for the asset manager and as an employee.

From its founding in 2007 through mid-2011, OHIvey provided UTOPIA with program managment, project management, business analysis, grant writing and other services.

OHIvey has developed a significant history of the UTOPIA project.


Pending Proposals

We are always looking for ways to help support the mission of public private partnership open access fiber to the premises. We look for projects that align with our vision and philosophy.

Utah Project

OHIvey seeks a commitment to fund $400 million for a multiple phase open access fiber to the premises deployment alon Utah's Wasatch Front. With the funds, OHIvey will take operational control of existing Provo City (iProvo) and UTOPIA infrastructure, build new infrastructure to pass a combined total of 280,000 homes, establish new wholesale and retail services, and otherwise support the porject. The project anticipates positive cash flow beyond the third year; however, an additional $260 million can be used to secure the Live Oak Group's Principal Assumption and Repayment Program which will guarantee and pay the loan principal over 13 years. Existing municipal sales tax pledges can guarantee interest payments. Together, these two features ensure full debt service regardless of project performance.
